o Make it clear upfront what the focus of the memo is (what is the threat, why is it relevant, etc)
The first section (no more than one page) can be lifted from the first policy memo with
any necessary revisions.
o Show how your recommendations will improve the current situation
Why is your approach to the problem going to be more effective than a cheaper,
simpler alternative?
o Discuss implementation—what is the recommended path for implementation
How will this policy be enacted? Who will be involved? What kind of resources will be
necessary for proper implementation?
o Do not neglect the politics
Who might oppose this approach and why? How are the concerns that might be raised
going to be addressed?
